Either it needs fertilizer or it has a root disease or it needs another bigger pot. Plumeria (Frangipani) needs well drained soil and lots of sun

Depends where it is growing. If in the ground and its coming up winter, its just shutting down for the season. If its in a pot, could be overwatering. Keep it dry, and wait for spring, (unless you are coming into spring in your country now,) I live in Oz and our frangipanis are closing down for the winter.

Look closely under the leaves, see fine webs, and tiny dots that move? spider mites. Spray entire plant with soapy water (vinegar windex works too) gently wash leaves and rinse then add Disyston to soil and water in. (available at nurseries)
