It would depend on the level of harassment.
If this person is talking about you to others the best thing to do is to not react. People like this usually get a sick kick off of people's reactions. By simply ignoring it will drive her crazy and eventually she will move on, because picking on you is no longer "fun" to her.
If this person is harassing you to the point of making threats, prank calling you or getting into confrontations with you then I would suggest you get a protection order against her, that way the next time she pulls her bs you can have her arrested.

Did you at any point lead her on that you wanted to be friends for any reason? It's easy to overlook the role you played in it... also were you once a couple? have a connection (like a child)? Put your true feelings in writing to her even if it might hurt her. Maybe you weren't as clear as you think. This should work. Good luck and don't look back.

Stop being where she is. Don't take her calls or e-mails. If you work with her, go to human resources. If you absolutely have to be around her, simply smile when she asks you questions and turn away.

the next time she tries to do it just turn round and let rip. Hit her with harsh words then just walk away. if she tries it again then either talk to her again or do something nasty

Tell them calmly but with conviction. Don't humiliate the person or blow up, just have a sitdown and explain your greivances and tell them that they have to respect it.
