Navy blue. Opposites on the color wheel will help accessories pop - cool colors like blue will maximize warm colors like orange.
Besides, you don't want to look like a walking ad for an orange popsicle. :)

is it seriously orange or is it like a burnt auburn color that is sort of red-orange? I'd say a camel or oatmeal color shirt, and possibly a dark tan khaki/Dockers/Dickies "casual" line type trousers (tan not green khaki) would probably work for a dressy casual look....tho you know, orange is always risky.

Is it solid orange tie?
Cream or off white shirt. Black slacks.
Dark Brown. Khaki type slacks (light khaki)
Tan shirt. Dark brown slacks or khaki's

Stick to the baisics!!! Black and white, it will make your tie pop and be the center of it all. You could probably wear a shade of brown if you really wanted too.
