Yes,it is called falling sky,I think it was made in the late 1990's.Also starring Karen Allen as her characters alcoholic mom. I think it was an independent film.

According to IMDB, it is called Falling Sky and was released in 1998. It came shortly after her first success in Clueless. It was directed by Brian DePalma and is about a young girl growing up in Vegas with an alky mother. I barely remember it, I'm not sure if I liked it or not. Hope this helps
