Because attacks are not likely to come in the form of missle. Besides it was likely to not work very well any way. It was only the dreams of a senile old man.
A nuclear attack would probably come in a boat into one of our busy harbors with all the other goods that we import.

it's useless and we don't even have an enemy that will throw hundreds of missiles at us anymore...even if it did work to some degree, they would protect military targets as much as cities...it is a suicide defense
