It's the matches also, they're placing these huge juggernauts like Kane against smaller weak people week after week, it seems like the General Manager slacks off at booking matches.

Maybe the WWE feels that it isn't quite thier time to shine. If the WWE focused all of thier talent on everybody, they couldn't get the wrestlers that matter the most, and the wrestlers that produce the most money in matches. I would rather see the Undertaker v.s. John Cena than see Boogeyman v.s. Miz. The other wrestlers get a chance to get in the ring also, but the matches just aren't televised.

They need to take turns on top in order to make being on top have more significance. If dozens of people had each of the belts every year, and they traded hands every 2-3 weeks, it would not mean as much, and having the belt would not really make anybody look good. Also someone like Mister Kennedy (31 years old) will likely have more years in the business ahead of him than someone like the Boogeyman (42)... so there'll be a significantly different return on investment with that. I'd personally like to see more of some of the people who aren't on top, but they do need to sell pay-per-views and merchandise and all that.

I'll agree with you on that one. But the reason is simple: money. WWE pushes the superstars that they thing will get the biggest fan respone, and thus rake in more cash.
Point in case: Ever heard of the B.W.O.? Mick Foley referred to them as "a gimmick that deserved to never make a dime, and brought in a whole boatload of cash."
