Jerry Baker has a great book for lawn care. Actually, the best time to re-seed the lawn is when the grass seeds come out naturally -- in the fall. Probably about August.
In the meantime, keep your lawn mowed as short as possible (to keep the weeds from making seeds). You can dig out the worst ones. A few weeks before you dig up your lawn and start afresh, you might consider using chemical weed killers. I'd plan to do at least two doses, a week or so apart.

If you can find it get some 2-4-D. It's a liquid that you can spray on or use one of those Scott's sprayers that attach to your garden hose. It will kill the weeds but not harm the grass. It works faster than the "weed and feed" fertilizer stuff that is granular.
Kentucky 31 works good here in the northern part of Arkansas. You can sprig Bermuda but it takes forever to cover but makes a good lawn. Trouble with it tho it is the first to turn brown in the fall and the last to green up in the spring.
The 31 will sprout in a couple of weeks but you have to keep it pretty moist till its up and going pretty good. Makes a good lawn also.

Go to good 'ole walmart & buy a weed & feed, follow directions!!! It may take a whole season to get the ground up to par, you can plant any kind of seed that will hold up in the heat, then in the fall plant "good" grass seed & start as if you never had grass, a mulching mower will help.

Yes Ortho Weed B Gone is the best it kills clover, dandelions, onions, and leaves your real grass alone. It will look bad for while but its worth it. Take a hard rake and rake the dead spots out when they brown over good, then seed the little dead spots

I suggest you give up on grass. Grass is a huge waste of land. Cover most of the area with ground cover that doesn't need so much maintenance (no mowing!) and looks so much better, and garden beds. Much better for the environment too.
