as i understand it, quasars' radiation output is quite enormous, and radiation is cancerogenous....
so im thinking maybe we'll turn into "the hills have eyes"

First you have to understand what a quasar is:
A quasar is a supermassive black hole at the center of a galaxy that is "eating" all the surrounding matter. "Eating" this matter, there will be very energetic EM wave radiation(gamma,x), but because we are very far away from these other galaxies, these waves are red-shifted and they become visible or infra-red or whatever else depending on their distance.
If the Milky Way hosted a quasar, then that would mean that the center of our galaxy is a supermassive black hole. Many Physicists think that that is actually the case so, as you can see, earth would be exactly as is is now.

if it was at the center of the universe then it would definitely have an effect as we revolve around it. i dont know what would happen but that first response is just not correct.
