The valance electrons dont "arrange" the other electrons around the nucleus. The electrons are arranged acccording to the atomic number of the element. It is the arrangement that gives the element a valance.

Unless your trying to raise a family one day or already have one, sex in my opinion is another form of entertainment. Trying new things, knowing each other boundaries and pushing the limit. There is no set amount of times a couple should be having sex. If it were so, than that would question the base meaning of the relationship itself. Have sex when ever for whatever.
