LOl Okay Jose's daughter, a good way is go and get a makeover at a drugstore. These are free and she will talk you through each step You'll walk out looking pretty and have a whole lot of inf. She'll tell you what suits you and how to apply. You could go with a friend if you liked. The fastest and easiest way of course is to ask a family member or friend the correct way. Good lo luck

Lol. Glad you cleared up that youre not Jose asking for help. If you want to put it under your eye, I suggest starting from the outer corners of you eyes first and work your way in to however far you'd like. If you're putting it on your eyelid, start from the inner corners of your eyes and work out. Remember: not too much okay?? You want to make it look natural. Like "Ohh, yes, I'm naturally this beautiful." Good luck, have fun.

Eyeliner makes your eyes stand out by defining them and accentuating their shape. Whether you choose a soft line or a dramatic stroke, you can embellish the windows to your soul by spending just a few minutes in front of a mirror with an eyeliner pencil.
Steps
Choose an eyeliner appropriate for your eye color. Brown, navy and charcoal accent light eyes well, while black, navy and plum shades flatter brown eyes. Make sure your liner complements the color of your shadow.
So many to choose fromConsider the type of look you're after. Pencil eyeliner gives your eyes soft definition, while liquid versions offer precision and drama. You can also moisten dark eye shadow and apply it with a small, flat brush.
Prepare to apply the eyeliner.
If you are using a pencil, sharpen it (see Warnings). Warm and soften the very tip of the pencil by heating it with a lighter or a hot zap from a hair dryer. This will help it write smoother.
A liquid liner should be checked for clumps or excess.
Prepare a cake liner or a dark eye shadow by applying a small amount of water (usually one or two drops) to your brush. Move the wet brush gently through your cake liner or dark shadow. Hold the brush or pencil as you would hold a pen.
Rest the elbow of your dominant arm on a hard surface, and rest your wrist on your face.
Tilt your head backTilt your head back slightly and bring your eyes to a half-open state. This creates a good angle for application, while allowing you to see what you're doing.
Use your left index finger (if you are right handed) or your right index finger (if you are left handed) and pull your eye gently to the side and slightly up, towards the far end of your eyebrow. This step is optional, because some people find it easier to draw accurately on a relaxed eye; also, stretching the eye may encourage wrinkling.
Draw a line across the upper lid, just above the lashes. Depending on the shape and size of your eye, you may want to start at the middle of your eye, or you may want to start from the inside corner of the eye. With a pencil, draw a series of connected lines; with wet shadow or liquid eyeliner, draw long, smooth strokes. Take your time and keep your hand steady. If you're using liquid liner, allow it to dry before opening your eyes all the way, or the color may transfer into the crease of your eye.
Smudge or sharpen the line. Soften the look by gently smudging the line with your brush, a cotton swab or your finger (don't do this with liquid liner, though, which is supposed to remain sharp and clean). Flick the line up at the end of the eye, creating a dramatic, almost cat-like effect.
Smudge the line
A flick at the end
Line the lower lids. Some people put the liner just below the lower lashes, while others prefer to put it on the rim of the eye, above the lashes (see Warnings). Moving from the outside edge inward, draw a line on the outer two-thirds of the lid or more, depending on the look you're going for. Your line should be slightly thicker at the outside corner, becoming thinner as it moves in toward your nose. Using your brush or pencil, lightly stroke the area. If using a liquid liner, apply it in one smooth stroke.
Tips
Use eyeliner after you've applied eye shadow and before applying mascara.
Practice makes perfectYou may find eyeliner, particularly the liquid version, difficult and messy the first few times. Practice and have patience.
To make sharpening an eyeliner pencil a little easier, store it in the refrigerator or freezer. This will harden it, which will make for easier sharpening as the tip will not smudge or break as often.
Wash brushes regularly with makeup remover or a mild gel shampoo.
As we age, the eyelid wrinkles, making it difficult to line with a pencil. Get a really soft pencil, even a fat, eyeshadow pencil. Draw the line as close to the lashes as possible. Then smudge upwards, creating the effect of the darker area near the hairs and lighter as it goes upward.
If your skin is very dry, you will have a problem smudging, so you may want to use a very light cold cream on your face and then wipe it off before applying. This leaves just enough moisture to allow the pigment to move over the skin surface.
Use an excellent quality brush. It must be a flat brush that will form a chiseled edge when wet. It is best if it is cut at an angle.

Since it will be your first time applying eyeliner, I suggest you use pencil instead of liquid. Use a color that matches your hair. Apply the liner as close to your lash line as possible. If your really want your eyes to stand out curl your lashes and add a coat of mascara.

i love eyeliner, its my essential. ive tried the liquid and pencil both and to me the pencil is best if you dont have a very steady hand, but the liquid looks better. i start in the left corner of my eye (next to nose) and drag it towards the other corner. try ti keep it a small line and it will look better if you have small eyes. good luck

-start from the inside of your eye
- bottom lid is outlined on the wet part which is the part nearest to your eye, NOT under the wet part
- chose waterproof eyeliners ( they won't melt in the sun and they wont smudge onto the top of your eyelid)

Don't hit your eye, and try to not put too much on. Just practice, it will make you better at it.
