Anytime it is more than 0 %, they don't have a clue. Like here in Michigan they have been forecasting rain for today and tonight, now it's pushed back to thursday OR Friday, MAYBE Saturday. I just look out the window.

no, it means, he thinks it might, but he doesnt know, and he doesnt want anyone to get mad, if he is wrong, so he says it is a 50% chance, even though, he really thinks its 100% chane of rain! thats why i dont watch the weather man, you can never believe them! ** no offense to weather men** :D
