If two adjacent homes are owned by the same person, what kind of building pemits are required to build a breezeway between them. Lakeland Florida?

The easy answer is to call the permit office and ask.
However, note that if the breezeway roof connects to the two structures, you will have potential problems with settling and cracking.
The two houses are on different foundations. The foundations can literally ride up and down with the ground as it moves. Even if the houses are side by side, they may move differently or at different rates.
This different motions will cause the breezeway roof to torgue and twist, causing cracking and breakage.
If the city allows the breezeway, it would be better to build it UP TO each house, then extend the roofs of the houses over the roof of the breezeway. That will keep you dry in rain as you move from one house to another.
There are other solutions, but tying the roofs and foundations together properly will be very expensive for the benefit gained.

You need to contact the City of Lakeland and ask that. Every city in every state in the U.S. has different rules and regs.
