Both. They both need each other to make it last.

The producer is the one who steals (or buys the rights to) the idea and brings it to the masses. The artist comes up with the idea.

As old as mankind is, there is not a new thought or idea --"there is nothing new under the sun". The only thing that makes one think something is new is the perception of the idea or thought, or new people who have not been exposed to the idea or thought. An artist is able to communicate the thought or idea in a way that appeals and is understood by the masses without explanation.

Careful -- Methinks there walks a fallacy in our midst.
According to this line, neither might we say is the case for what a true artist is. It is an art to think and an art to steal as well... True art and artists are what your two lines of questioning have in common. That's all.
The definition and description of true art and artists are much, much more profound and broad and feeling and perceptive.
The true artist idealizes thought and does choose to make it real or not, for to have and know art is to be well-apprised of and experienced in freedom yet know well the firm grasp that is Truth.

Obviously its the one who thinks of the idea.
Stealing ideas and bringing them to the masses is Bill Gates' job.

Neither.
A "true" artist is more than just having an idea but finding a medium to communicate that message -- canvas, paper, music, writing, etc.
A commercial artist is quite a different thing in my view.

You gotta know I'm going to go with the one who thinks up the idea. The one who brings it to the masses just has better connections and marketing.
Take Cubism. Braque does not get as much credit as he should.

A true artist is one who is original and unique, not one who has to steal from others, or one whose paintings all look the same (Thomas Kinkade).

A true artist makes an expression, and does so well that others feel it too. The rest is all ethics and morality.
