Install and O.S. like XP or Vista. If you don't have one, don't worry you can get one for free. I reccommend switching to linux, it is a free, open source O.S. A particular version you can switch to is Ubuntu. Ubuntu is a community developed operating system that is perfect for laptops, desktops and servers. Whether you use it at home, at school or at work Ubuntu contains all the applications you'll ever need, from word processing and email applications, to web server software and programming tools.

If it was really really wiped clean, you will have to partition and format the drive before you install an operating system. Windows will step you through it when you put the installation disk in.

first thing you should do is to install an operating system, either windows xp or vista, depending on the specification of your computer. from there you can start adding programs and applications like ms office, antivirus, games, etc.

You need to buy a copy of the operating system you prefer (XP, Vista, whatever) on CD so you can install it.
