There are infinitely many. Pick any 13 prime numbers and multiply them. You'll get a different number with 13 factors for every different choice of primes,.

I'm not sure that it is the only one, but 400 is the lowest number that has 13 factors: 1, 2, 4, 5, 8, 10, 20, 40, 50, 80, 100, 200, 400.

(To find it, we know it has to be a perfect square. All other numbers have an even number of factors.)
