Having sex with a midget is not illegal. They have the same rights as tall people or people who are members of another subclass of humanity.
The problem is of course that the little person has to be over 18, if not then it is illegal.
Having sex with a little person can be good and healthy if you love that little person. If you are trying to get her to be a substitute for a child then you are courting with pedophile behavior and that is not just illegal it is a moral crime as well. If you want to have sex with a little person because you can imagine them as a child then I would not go down that road, it is an unhealthy one.
Most midgets prefer to be called little people and they want to be treated just as you would treat anyone else. If you see a person in a wheel chair you don’t fawn over them or discriminate against them. They are people just like you only then have a problem walking. Most disabled people want the same treatment that you would give to the man in the wheel chair. You have to make allowances for their disability, but you don’t have to make a big deal about it. Little People are not disabled in the sense of a wheel chair, because to themselves they are normal. But, they have the right to expect to be treated like you would treat a person in a wheel chair you have to make allowances for their height, but you shouldn’t make a point of doing that or discriminate against them just because they are different.
Now look at how the little person would feel if you had sex with them to simulate having sex with a child. Imagine how hurt that person would be when they find out why you want to have sex with them. You are in effect treating them like a prostitute, and no one wants to be treated that way.

but the biggest problem you would have is finding a willing person to have sex with you
