You need to talk to the little girl and talk to the grunt in front of the building and he'll lock the door. Then head back to the town and north into the forest. There, the old man will be being attacked by galatic grunts. Defeat them both and they'll leave behind the key. Head back to the wind factory and unlock the door.

beat that dude standing in front of the door then go in the forest on the top left then you get a key go back to the door and open it then fight one of the leaders then your alset
