-17 ≤ 5x-2 ≤ 17
-15 ≤ 5x ≤ 19
-3 ≤ x ≤ 19/5

No, it's not impossible if you actually take the time and effort to learn.

|5x - 2| - 8 <= 9
|5x - 2| <= 17
So now you can split this up into two problems:
5x -2 >= -17 and 5x-2 <=17. These become
5x >= -15 and 5x <= 19, which become
x >= -3 and x <= 19/5
So x is the continuous set [-3, 19/5].
