Yes you can get into college with a b/c gpa. Depending on the schools you choose, it may not be your 1st or even 2nd choice, but someone will accept you.
Volunteering is great, but consider taking a full-time summer job, as well. Your future employers want people who have paid work experience. Volunteers can come & go as their schedules & interests permit, but employers invest time, money, & effort by placing a new hire into the proper position. They don't like losing good people if they can help it.
A high SAT looks good on a college application, but it should only be a part of your life's achievements. Schools look at grades, finances, activities, etc. to find students to fill their rosters.
If you are worried about your gpa, consider your local community college the 1st yr. or 2, so you can study while at home & boost your gpa, so you may get your 1st choice later on. Good luck!!

I would absolutely apply to the schools you want to attend. Having a high SAT score and extra curricular activities will help. However, keep in mind that universities look at SATs to determine potential and grades to assess your study/work ethic. Both are really important. A grade point average of B to C is not bad, but you may not get into the school of your first choice if they have high standards for GPA. You never know though. They may take into consideration that your high SAT score and maturity indicates allot of potential.
Now if you do not get into the school of choice you have a few options. First, a state university or community (which by the way usually offer a top notch education. You may want to consider attending one for a year to get your GPA up (provided you apply yourself more than you did in HS) . At that point you can either finish your education at that school or opt to apply to another school. You are twice as likely to get into one of the more well known schools having a year of good college grades under your belt. I did not apply myself in high school much, but smartened up once it was time for college. I attended a community college, worked my butt off and applied for a major university which I not only got into but got offered a half scholarship. After considering, I chose a state university ( Bridgewater State College) to complete my degree. I still do not regret it. I am currently a Master's candidate. I hope that answers your question. Yes, you can still get into college. No, you won't get into Harvard, but many of the "lesser" state colleges and many private colleges will still accept you. In addition most community colleges have a much broader admission standard. If you enroll at a cc and do well, you can graduate and often get into a big name 4 year school.
