Vinegar is generally a 5% solution of acetic acid in water. It is an mixture in that you can remove one compound or the other by physical means, such as evaporation.

Vinegar is a mixture. The acid and water are both polar molecules and will mix, but since they are not chemically bonded, it is not a compound.
