You want the real answer? The characters in Winnie The Pooh are all Christopher Robin's stuffed animal toys from his bedroom. As he plays with them, he imagines they are real and live in the Hundred Acre Wood behind his house.
So, to answer your question, Pooh Bear wears a shirt because the stuffed animal had a shirt on. The other animals don't wear anything because they're a bunch of stuffed animals. They probably look at Pooh and think, "Silly old bear, you already have a coat. Why wear a shirt over it?"
