Yeah, I don't get that myself. Didn't the guys who were on the "swift boat" with Kerry say that Kerry was basically there to put service time on his resume, among other things? So, wouldn't that be exposing someone for the front they are trying to sell to people? I guess, they don't make sense most of the time anyway. Why should this catchy phrase be any different?

First of all the only Dem behind Rep Johnson is Rep Johnson. They didn't even want to give him a committee assignment.
