it's romantic not in that it's all lovey-dovey and what not, rather, romantic in this case deals with the "artistic, literary and intellectual movement" in which it takes place.

It's not romantic in the modern sense of the word. It's romantic in the sense that it was written in the Romantic Era, which was characterized most frequently by themes of the superiority of nature. They didn't much care for science, they were great mystics and some were involved in the occult, so you can see what Shelly was trying to say with Frankenstein (don't mess with Nature). The Romantics created the ideal of the "noble savage" and abhored city life as unnatural. While they didn't exactly preach "free love" they sure practiced it. In fact, Mary and Percy lived together in Italy (I think) before getting married.

The romantic movement started with Napolean's conquest of most of Europe. Napolean was born in a low-level noble family so he's seen more as a commoner than a noble and rose through the ranks through his god-given genius. This is the root of romanticism, normal people doing extraordinary feats. Frankenstein was written in 1816 at the tail end of Napolean's reign.

Because of it's time period and style, not affection and love as we think of romance.
It does appeal to the emotions.
