You are still liable for back child support. It doesn't matter how old the kid is now. The child support was due then. Age can not be used as a tactic for not paying back child support.
The only way to get rid of it would be to have the other parent waive the claim against you. That isn't likely.

You are required to pay child support, only for the time until the child graduates high school. In some states, college can still bring some cost, but in most, when the child graduates, thats when you stop getting charged. If you owe backpay, then you must still pay it. If a claim goes through the courts about you not paying, then the government will start deducting a percentage out of you paychecks. My mother and father in law are still at it, and my wife, who is the youngest in the family, has been out of highschool for over 5 years.

Sure, as soon as you pay the arrearage in full. Just because the child is now 19 does not mean you do not OWE THE CHILD SUPPORT THAT YOU FAILED TO PAY WHEN THE KID WAS YOUNGER.
PAY UP!

Yes. The laws of the land. Even the woman has to pay child support back too. If the woman with the children would sign a form that can release you--Yeah! right--How many man have that kind of woman. Check with the District Attorney's office they are fighting this now. That is one reason DNA is important now. Remember that man was marry and found out none of the children were his and they made him still pay. She was sleeping with the cable people, etc.

I dont belive so. I think no matter the age, if you are in arrears you will still have to pay the support. Also if the child goes to college you may still have to continue the support

Well, my friend lived in NC and her daughters father in Colorado. She was supposed to get back chid support because he didn't start paying until she was 14. Once she turned 18, he stopped paying and when she tried to take him to court, they told her since her daughter was 18 she couldn't do anything about it. I'm sure it depends on your state, but you could always ask an attorney!
