level one users can answer 20- level two can answer 60- and level 3 can answer unlimited. the high points you have, the higher level you can get to

Its like a competition to see how many points you can get out of everyone, afterall there is a leaderboard ect., so it would be cheating to answer question after question. Also people tend to get addicted keep answering. Other than that i have no idea.
