It would have been Hamilton and Marshall. Marshall might have used the power and help cemented it, but Hamilton was co author of the Federalist papers, an influence on Judicial Branches role in the federated government of the US. The idea of judicial review surely came before Marshall used in practice after the ratification of the Constitution.
