I'm like almost 13 1/2 and my penis is about 4 inches non erect. I have to grow my penis more but I can't use drugs/pills and wesite trials and stuff. Basically: I can't buy anything. How do I make it grow?

Sorry, the truth is that there is nothing you can do to increase the size of your member. The size of your member is pre-determined by genetics. Exercise and masturbation will not do it. You can buy all the products you wish but you will only be throwing your money away so it is good that you can't buy anything.
A male will grow until he is 21 years old. As for the penis, the size is determined by genetics. Medicine will tell you that you need to wait until 2 years after you stop growing to know what size your penis will be as an adult. So, you probably won't know that information until you are 23.
