Well, there's a huge to-do right now about school uniforms in Napa. Only certain colors are allowed, no jeans, no stripes or logos.

The reasoning behind the policy is that they're getting rid of gang colors so everyone will be neutral. The second reason is because of socio-economic status. I guess if everyone dresses according to code, nobody will know who's poor or rich.

School Unoforms make the children "STUDENTS" i.e. it gives them a decent look + an added advantage of belonging 2 a reputed institution, a temple of learning.
Second, is that they differentiate students from everyone else.
