OK...OK.. I have a few questions (about the other responses)because even though I have been around the concrete business all my life I am always trying and willing to learn something new.
1. How do you make a concrete garage portable?
2. How do you build a garage out of concrete not affixed to the ground?

The bottom line is, as garage (detached or not) typically needs to be permitted.
But really just call your local building office they will tell you with more certainty than anyone on this site as we are not familiar with your local codes. But as general rule..YES

yes, you should have to take permission and it's not a tough task.
You just have to contact the local building office and get permission from there.

Almost everywhere in the US you certainly do. A garage is a big deal in the permit world. Even changing an old window or adding an outlet is an occasion for a permit so a concrete building that is big enough for a car definitely is. Towns and cities think of this both in terms of ensuring quality work and in terms of ensuring a permit fee for their municipal fund collection.

If they (or some unhappy neighbor) see it and realize it had no permit they can make you take it down after it is done or stop construction that very day and rip down what is already built.

Building regs are different all over the country, and even from county to county. They change all the time but I'm not sure that is what your problem is. Did you have a house inspection done when you bought the house? Things that make a house non sellable at a later date is usually discovered by the pre buy inspection. It doesn't make sense that lender wouldn't make a loan on it if the remodel was done properly. A building permit should have been issued, check with the county to see if blueprints were registered and approved and then the building permit would have been issued. It would be in the county assessors records, I think.

Depends just where you want to build it. Planning regulations are standard throughout England, they don't vary from council to council. Regs for Scotland are similar, but vary slightly. It also depends how big the garage will be and where on your land you want to place it. Look on the planning website for exact information.

i had a quick look into this a few months ago, as i was thinking of getting one and i found the law was about to change so you dont need planning permission. i dont know if this has happened yet. i think it has now but you best check.

Best to check in your area, our council do not require permission if it takes up less than a third of your land.

We have a concrete garage and we didn't need planning to erect it as it is classed as a portable .

Depends where it is and how high you want it.
Check you local councils website, they should have guidelines as whether you'll need it.
But in any event you will have to abide by building regulations.
