The I-PASS system has merged with E-ZPass, so you should be able to use your I-PASS on many east coast toll roads. However, North Carolina is not currently an E-ZPass state. I believe that's because North Carolina doesn't currently have any toll roads. They're considering adding toll roads at the moment, but if and when that happens, it's not clear whether or not they'll support E-ZPass.

I don't remember any off hand but it has been a while since I've been through there.

I doubt if your Illinois pass will work in NC, if there are any tolls.
