In terms of all-time that title would go to the Houston Texans. They are the only current team never to make the post season. As for in the last 10 years it would be the Detroit Lions as they have not had a winning season since the retiring of Barry Sanders. The Raiders were the worst last year as they have the first pick in the NFL Draft.

Although the Oakland Raiders have the worst record in the league, I would have to say Detroit Lions have are the worst team in the NFL. The Raiders have an offense issue. Their defense is pretty good. While the Detroit Lions have issues offensively and defensively. Plus the fact their front office can't draft worth a damn. 3 WR in 3 consecutive years? What were they thinking!

The Raiders & The Lions
The Raiders because how can a team go from the SuperBowl one year & have losing seasons(plural) afterwards. Plus the offense needs about as much help as the homeless in East L.A. does.
The Lions because Matt Milen is a d!ck of a GM & needs to get fired already!

Last year it was definitely the Oakland Raiders. Team scored 16 touchdowns the entire year.
The Lions are bad, but not as bad as everyone thinks. I think something like 8 or 9 of their losses were by 7 points or less. (They came very close to beating the Patriots and the Bears.)
Also, John Kitna was one of 3 QBs last yea to throw for more than 4k yards.

The team in the most trouble is the lions
because they dont have a QB, o-line or deffence.
The Raiders have a chance to get a great player with JaMarcus Russell, and they do have an ok deffence.
The Cards have a ton of skillz pos. players just they dont have much strength in the o-line or d-line
So probly the Lions

1.Oakland Raiders (horrible offsense and medicore defense won them 2-12 games Earning them top rights in this years nfl draft)
2.Detroit Lions (they went 2 for they with unstable qb's and only one offensive threat {Roy Williams}. With his help earning them the 2nd pick in the draft)
