The best way to do a problem like this is to list all of the multiplication possibilities and then see what work for the rest of the problem

So at the top of your scratch page write 28 then on the left side start listing 1-9 what is divisible by 28. So just under the 28 on the left you have 1. 1 goes into 28, 28 times so across from the 1 on the right, list 28. Now, can 2 go into 28. Yes so on the left list 2 on the right 14 (because 2/28 is 14) so on. Then look back at this list and see what adds up to 11.
