Its primarily a cost issue. The brake pads are an easily accessible and inspectable (is that a word?) part. Checking them should be part of any good maintenance routine, so there isn't a good ROI (return on investment) to have such a system.
Most brake pads are designed to produce a noticeable scraping sound *before* the pad is gone (that's the warning), but it is often difficult to distinguish from normal brake squeak....I say normal meaning a lot of cars have squeaky brakes from glazing...

Brake pads already have wear indicators.
It is a metal tab that rides against the brake rotors when the pad needs to be replaced. It causes the brakes to squeak, kind of like chalk squeaking on a chalkboard.

Volkswagen's do. Also, the brake pads have an audible warning embedded in the friction material (sounds like a mosquito whining--very high pitched) that warns you that "It's time". If you ignore that, then there's the "Iceberg v. Titanic" grind as the rivets on the pads start eating the rotors...

In the picture link the pad on top is worn and the Sensor Tab circled so you see it shinning from trying to warn the pad need changed.

Some do, but part of a regular maintenance program includes checking the brake pads for wear. Something that should be done every other oil change...or about 10K miles.

Some cars have "screecher" tabs on the pads that are designed to contact the rotors and make a screeching sound when the pads need replacing. Hyundai and GM seem to have them on their OEM pads.

they do have a type of warning but it isnt a sensor. when the brake pads are getting worn out u will hear a sqealing noise coming from them.

newer cars made after 2007 have them, but before you just have to listen for a metal on metal grind when you use your brakes..... i know that it's stupid but what can you say..... look at some of the cars that they design too!!!!
