It depends on what level of education you're talking about. Primary school is pretty standard I think. Almost everyone has to take the same classes except for students with learning disabilities. In junior h.s. and h.s. a student should be able to take the classes that interest them and that are going to be useful to them later in life (college or just after they graduate and enter the working world). If a student is interested in becoming an accountant they should be able to take business math classes and if a student thinks he or she wants to work with their hands they should be able to take shop classes. It wouldn't make sense for someone who was interested in science to have to take a shop class if they weren't interested.

in the upper grades, they do have some choice. they have certain classes they all have to take, but they also have electives to choose from. making choices helps a person mature. it readies them for when they make all their own choices.
