As long as they have the proper instruments on board yes. But that type of sensor I believe is only installed on exploritory probes like the voyagers, Gallileo, Cassini and so on. The instrument is usually housed on the longest arm of the probe so that the probes own magnetic field does not interfere with the reading.

Yes. I am pretty sure they do that now. Those kinds of measurements were done by the earliest satellites launched in the 1950s
