In the Universe, I don't know.

In the world, I think the Peregrine Falcon has been clocked pretty fast.

However, when it comes to birds that run, instead of flying, I think it's a tie between the Ostrich and the Emu, those things can really move!!!!!
I've seen them on farms here, and one Ostrich beat a horse, it was pretty whack!!!

I do not know about the whole universe, but the South American Analfleck , when startled , will fly in ever decreasing concentric circles with ever increasing speed until it flies up it's own rectum* thereby rendering itself invisible.

*(Yahoo editor did not like my initial choice of word.)

It believe its the peregrine falcon. It reaches a top speed of 242.3 mph.
