I'm going to assume the x^-2 y^6 is all under the fraction, so you have:
[ (-3 y x^2 ) / (x^-2 y^6) ]^3 =
[ (-3 y x^4 ) / ( y^6) ]^3 =
[ (-3 x^4 ) / ( y^5) ]^3 =
[ -3 x^4 y^-5 ]^3 =
-27 x^4 y^-15

The answer should be
-27 x^(12) y^(-15)
or
-27 x^(12) / y^(15)

The answer is false because the y^15 should be in the denominator.
