Well most guys always make the first move but I think woman should make the first move it shows the guy you are really interested guys are horny you know they are already interested they just don't know if the woman is.

It all depends on the feeling. If I feel like its the right time then I will make the move if not I will let her make the move : )

No with men and yes with women. But I have made the second move with men who flirt and found the first move wasn't intentional and then there I am.
