he says things that are rude to me...and then says he dont mean em...he puts my figure down but when we go out he lavishes praise...he pays me back with pay backs when hes thought of something way back and then out fo the blue he says somethig to payu me back... at times he astounds me

He may NOT be able to help himself from saying rude things - the things he says may just pop out. (His parents may have acted this way and it is just a habit. Or he thinks it is just being truthful to how he feels right at the instant he says it - 5 minutes later, he feels differently. Or he could be a social nerd and just has problems with being "nice" at times - he doesn't understand that "nice" is better than "the bone truth" of the moment.) HOWEVER....
Explain to him you are going to try to help him with this problem because it is causing you too much emotional upset: Every time he says something rude, you are going to tell him, "Honey, you just said something rude to me." Then he has to apologize and then say 5 nice things. (Or he has to stand in the corner like a little kid for 5 minutes! THEN he has to apologize.)
How about that?
But if either of you can't stand the thought of going through with this, you need to try couple's counseling for ideas.

Not to be mean but you are judging the way he "cant speak properly" yet your question is full of typos and improper grammar.
Perhaps you should step back and worry about the big issues.
