You can stop a human from growing by administering growth hormone inhibiters.

Ageing won't stop though, that continues whether you grow or not.

Actually it depends on what organism you are talking about. There are many spore forming organisms that can survive adverse conditions which would stop the organisms growth - they form spores in response and are not killed.

It also depends to some degree on what you mean by stopping growth completely - do you want it to not change size/weight or are you talking about a halt to cellular processes?

Yes. If you stab its pituitary gland, then it will not have the hormones to initiate growth and it will stop growing. The pituitary gland is located on the back of the head.
