Is there another apple tree in the vicinity? I don't have apple trees, but I think you need another for pollination, fruit production.

Apple trees, like all fruit trees, require cross pollination in order to produce apples.

This means that you'd need a second apple tree nearby so bees could take pollen from one and take it to the other.

your problem is that the apple tree never gets fertilized, it must be flowering during the flowering season but after that it would need bees and stuff to take stuff from flower to flower.
Read about Plant reproduction you'll get the idea.
PS apples are grown in orchards so that there are other trees around and one tree alone cannot get fruits.

You need to have a male and female trees within short distance of each other

Do the trees polleniate themselves? If not it may need you to assist it. Also you may want to read up on what year they actually begin to fruit.

well, some of them. cause there are some trees or plants are not right in planting so some of the plants have some difference in others.

It might be your climate. Apple won't grow just anywhere
