I wish there was a magical date we could count on for a last frost, but alas it is not to be.
The zones are huge and to be used as a guideline only.
For example, I too am in zone 7 and my last frost date can be anywhere from 4/19- mid May.
If you are feeling lucky and temps at night have been consistently above freezing for weeks you could plant them now. Just keep an eye on the forecasts for the next month and be prepared to cover them if a late frost is predicted.

I try to wait two weeks after the predicted last frost. Doesn't work. Many of the people I live around (and me) planted using this schedule, and another frost hit. I was lucky and had some straw handy and covered my plants that night. Only lost one but friends lost them all.

Zone 7 would be roughly on the border of victoria and new south wales if I am right! For seeds in seed raising beds - september......for seedlings - first week of november should be about right. Good luck
