Your freedom of speech is just that free.Though the words you choose to use can come with a consequence.When your words unduly bring harm to another you still have the freedom to say the words.Though it doesn't mean you won't be held accountable for them.
People seldom get sued over intelligent debate.Voicing your opinion on Governmental issues is a freedom all should have.Though choosing the right words will keep you out of the crap.I don't see how libel can be placed upon an opinion of a Government nor the policies it inflicts.

Is it freedom of speech for me to spread rumors that my neighbor is a pedophile , just to cause him some embarrassment since we are not friends?

Somehow those responsibilities have not been understood by many of my fellow citizens, & they choose to blame the government for usurping their constitutional rights (however contrived their view of those rights may be!!)
