No. If you put a blue over the existing colour you would have a purple. Depending on the kind of fabric it is you could try bleaching to rid it of the original colour, and then dye it, but it may not give you the colour you want, and it could wreck the fabric. And if its a synthetic bleaching will not remove the colour (the colour is fixed in the thread).
So if you don't like the colour, don't buy it.

i think if you really want a blue skirt, your better off buying a new one.
dying that one could go horrible wrong
