Comcast knows what your IP address is, and knows where you live (because they send you bills). Other people can guess but generally speaking there is no solid correlation between IP address and geography.

You almost certainly get a different IP each time you go on the internet at home. Go to www.whatismyip.com and write down your IP, go there again in a week. Have you changed location? No. Someone else has your old IP now. Have they changed location?

Some people do maintain directories of IP addresses to locations, they create these databases by running things like weather websites where you enter your location, and the website of course knows your IP address. Over time this database may become large and somewhat accurate but the owners of IPs and blocks of them change all the time. That aside you may be looking up the weather in a location you are GOING TO ON HOLIDAY not that you are IN NOW, therefore screwing up the data collection.
