Yes, in time .it is only a few years in to war .some wars lasted ,anything from 10 years to 100 years.
I know my country is at war since 1963 .not so much killing after 1974 .but still at war. the country is in state of ceasefire ..so yes Iraq will have democracy and self governing body ..

The radicals in Iraq would prefer to kill all their own people than allow a peaceful, self-governing Iraq to exist. This is Islamic extremism at it's best.

After they slaughter each other and a few hundred thousand more people are killed, they will eventually get a radical fundamentalist Islamic totalitarian dictatorship. So yes, they will eventually govern themselves - or one person will govern them - just like before, but worse.
