that person is abusing my friend who is a female, she uses hutch connection, she had warned him still she receives dirty messages from that person!

I'm assuming you are speaking of a cell phone and not a home phone. I work in the telecom industry so here are my suggestions:

Depending on what carrier you have, you can ask to have that caller blocked if they have the means and/or the technology to do it (Some of them do, some don't). They may also require to investigate the harassing calls/text messages first before they pursue any action, so unfortunately it won't be an overnight thing.

File a police report IMMEDIATELY! I cannot tell how many times I've told people this to protect themselves from further harassment in the future, whether its done on the phone or by other means.
If you don't report it and the situation escalates, the police will ask why you didn't file a complaint earlier and your case won't be handled in a serious manner.
If you can't get your number blocked or you don't want to wait, just change your number- I know that's a pain to give out a new number, but it doesn't compare to the pain this moron is causing you.

PS: Make sure you store those voice mail and text messages either on your phone or better yet download it to your PC- You may need it as evidence in the future.

Report to the police (if you want to), and call the phone company to ask them blocking that phone number for good.

Report it to the police. It's a crime to harass people over the phone. Ask your friend to record the conversation if possible for evidence.

If they are missed calls, then take the high road and chose to ignore. It's not that the pervert is breathing heavy on the line when you pick it up. And in case you don't know, incoming is free, so pick the call and bug the sicko.

call the phone company, try to have the number blocked. call the police, press charges for harassment and have his a** put in jail.
