The placement of the starting numbers is far more important than how many of them are there at the beginning of the puzzle..
I have seen 'championship' puzzles that start with as few as 10 numbers total.. 2 random numbers in each box in the pattern of an 'x'

17, for now. In Sudoku, there's always a position where only one number can go. You just have to look hard to find it. If you don't have enough numbers, you'll end up being stuck or coming out with two or more different solutions because there wouldn't be the one position to fit the correct answer.
