it is present in the device manager, and in the 'safely remove hardware' box it just won't show up in 'my computer'

Was the external drive preformatted? If not you'll need to format it before you can use it. The instructions on how to partition and format it should've come with the drive.

it probably has to be formatted. there should be a program called computer management or disk management (depending on version of windows) under the start menu that can do this.
i think it is either in accessories or the control panel. if you give the version of windows i can check to be sure.

Right-click on My Computer and choose Manage... Then, choose Disk Management and see if the new drive has been formatted properly.
If not, right-click on it and format using NTFS or FAT32.
