I think it really is impossible to say, except in a few areas. I think you can argue that many of the fiscal policies that were initiated by Clinton would have continued. In the long run, that would have meant that the national debt would have been considerably smaller and the length of the recession would have been shorter.
In terms of some of his own interests, notably the environment, I think the results would have been less clear. It's not at all apparent that the Congress would have supported his calls to ratify Kyoto nor some of his other policies. On the other hand, he certainly would not have introduced some of the destructive environmental policies of the current administration (e.g., "Clear Skies").
As for the big questions--9/11 and Iraq--that simply is not something we can answer. I would like to think that Gore would have kept the Clark's interest in counter-terrorism on the front burner and 9/11 could have been stopped. But thats pie in the sky supposition. What I am tolerably sure of--no matter how Gore responded--the world community would not view the United States the way it does today.

Yeah, that's totally not a loaded question. Gore would not have solved anything. Unless raising taxes and wasting money on a unstoppable climate change in our enviorment is your kind of thing.

Many thousands of people would be alive now who perished in Iraq. I also have to come to the conclusion that 9/11 may not have even happened since the former VP took terrorist threats very seriously.
